Hey Alan,
I just came across the audio sharing site imeem.com. Nice feature with imeem is that it has an embeddable audio player ala YouTube. Might work for what you want it to do. I haven't checked out whether they have api's yet so not sure how truly mashable the audio is. But the embedded player is a nice feature.

Also, Yahoo has a really simple JS media player that you could use with a wiki to create something custom. You could create a page on a wiki, pull the Yahoo Media Player JS file, have your folks upload their finished mp3's to that wiki page and create links to the mp3 files. Your finsihed result should be a page of mp3's with a built-in cross platform media player. I haven't tried this, but at a high level this seems doable. http://mediaplayer.yahoo.com/
